Design & Projects Engineer

Warrumbungle Shire Council is seeking a Design & Projects Engineer for a full-time, onsite role in Coonabarabran.

Department: Projects Reports to: Manager Projects Salary Range: $106,000 - $123,000 per annum (inclusive of a 3.5% Civil Liability Allowance) plus superannuation.

This role is for a Civil Engineer interested in the full project lifecycle, from initial concept through to delivery. You will contribute to developing civil infrastructure projects to a "shovel-ready" status and manage selected projects to completion. Responsibilities span roads, drainage, buildings, and community infrastructure, offering the chance to make a direct impact on community projects.

The position is suited for an engineer who balances technical design with project management and stakeholder engagement. Your duties will include:

  • Undertaking investigations and feasibility assessments.
  • Developing concept and detailed designs.
  • Preparing project documentation.
  • Managing consultants and contractors.
  • Providing technical expertise throughout the project lifecycle.
  • Assessing the impact of development proposals on Council infrastructure.
  • Ensuring projects are practical, compliant, and fit for purpose.

We are looking for an individual with strong civil engineering fundamentals, excellent communication skills, and a collaborative work ethic. What You'll Be Doing?

  • Developing civil infrastructure projects from concept through to shovel-ready status.
  • Preparing engineering designs, specifications, and project documentation.
  • Undertaking feasibility studies, investigations, and risk assessments.
  • Managing projects through planning, procurement, construction, and completion.
  • Coordinating contractors, consultants, and stakeholders.
  • Monitoring project progress, budgets, and timelines.
  • Preparing reports and funding acquittals for external funding agencies.
  • Assessing the impact of development applications on roads and infrastructure.
  • Providing technical advice and engineering expertise across a range of infrastructure projects.
  • Ensuring projects comply with relevant legislation, standards, and Council requirements.
  • Contributing to continuous improvement and innovation across project delivery processes.

This position is based in Coonabarabran, known as the Astronomy Capital of Australia. Located midway between Melbourne and Brisbane, the town boasts a beautiful landscape and stunning night skies. It offers medical services, excellent schools, various sporting and social clubs, and a thriving tourism industry. Nearby Warrumbungle National Park, Australia’s first Dark Sky Park, provides ample opportunities for adventure and relaxation.

Selection Criteria Includes

  • Tertiary qualifications in Civil Engineering (recognised by Engineers Australia) and significant relevant experience – this is essential.
  • Knowledge of industry standards and regulations (e.g., Austroads).
  • Specialist knowledge and demonstrated competence in:
  • Civil engineering – design, construction, and rehabilitation
  • Engineering surveying
  • Geometric road design
  • Project management skills
  • Tendering and government procurement requirements
  • Proficiency in relevant software tools (e.g., AutoCAD, CivilCad, and/or Advanced Road design).
  • Willingness to undertake ongoing training and professional development.
  • Class C driver’s licence.
  • WHS Construction Induction (whitecard) – if you do not have this, you will need to obtain it before you could start.

It is a plus if you have:

  • Experience with 12D software.
  • Experience working in local government or a similar environment.
  • Experience in:
  • Pavement design
  • Simple structural designs
  • Drainage design (including hydraulic calculations)
  • Engineering assessment of development applications
