TRP from $243,631pa (base $214,849 + 12% super + $3000 professional fees)

Full-time, 4-year contract

Hybrid work environment with flexible working arrangements, including some work-from-home days.

As part of an organisational evolution within the Planning Directorate, the Development Services department has introduced six new Manager roles. These positions aim to strengthen leadership and provide support for a growing community. These senior leadership roles offer the opportunity to influence operational methods, impact key decisions, and lead effective teams within a forward-thinking context.

Reporting to the Manager of Development Services, this role is part of the new leadership structure. The Engineering and Specialist Assessment Manager will lead a diverse team of technical specialists. The role is pivotal in achieving integrated, high-quality development outcomes that balance growth, sustainability, and community expectations. Responsibilities include providing clear direction, sound judgement, and expert advice that influences the city's evolution, from major developments to complex and sensitive applications.

The position operates at both strategic and operational levels, translating long-term priorities into practical results, reinforcing governance, and promoting continuous improvement in the development assessment process. As a trusted advisor, you will engage with senior leaders, Councillors, industry professionals, and the community. You will navigate competing priorities to achieve outcomes that are both practical and future-focused.

Key Responsibilities:

  • Leadership: Lead multidisciplinary teams, cultivate a high-performance culture, and achieve consistent, high-quality assessment outcomes.
  • Planning Directorate Leadership: Contribute to establishing and embodying a positive, values-based culture as a key member of the Directorate’s leadership group, supporting cross-directorate priorities and achievements.
  • Technical Oversight: Supervise application reviews encompassing engineering, infrastructure, environment, and design, providing clear, defensible advice on complex matters.
  • Continuous Improvement: Champion best practices, consistency, and efficiency across processes, identifying issues and enhancing service delivery.
  • Compliance & Legal: Manage compliance and enforcement frameworks, including audits and investigations, and represent Council in legal proceedings.
  • Strategy & Stakeholders: Deliver strategic priorities through clear frameworks, develop strong stakeholder relationships, and lead workforce capability and development.

  • Extensive experience in development assessment, planning, engineering, or infrastructure coordination within a complex urban or high-growth setting, with a strong understanding of legislative and regulatory frameworks.
  • A Degree in Engineering, Planning, or other relevant disciplines is essential.
  • Proven success in leading high-performing, multidisciplinary teams, fostering collaboration, accountability, and a culture of continuous improvement.
  • Demonstrated ability to provide strategic and operational advice to senior leaders.
  • Strong expertise in policy development, planning schemes, and organisational change, with the capacity to drive initiatives from inception to completion.
  • Highly developed communication and negotiation skills, possessing the credibility and confidence to influence outcomes and manage competing stakeholder interests.
  • A strategic, analytical, and solutions-focused mindset, with the ability to assess risk, resolve complex issues, and deliver practical, balanced outcomes.
