Project Engineer – Pre-Contracts
Whittens Pty Ltd, a family-owned national Australian civil construction contractor with over 25 years of experience across Western Australia, New South Wales and Queensland, is seeking a Project Engineer – Pre-Contracts. Whittens specialises in delivering large-scale and technically complex FRP, concrete, earthworks, and civil infrastructure projects for major mining and infrastructure clients. The Role
Based at our Perth WA office, this full-time, onsite position reports to the Senior Precontracts and Development Lead. The primary function of this role is to provide engineering and technical support during the tendering and project mobilisation phases. Responsibilities include developing construction methodologies, coordinating subcontractor and supplier pricing, preparing technical submissions, and supporting the delivery of competitive tenders.

Core Responsibilities
- Review tender documentation, including drawings, specifications, scopes of work, and contract documentation.
- Collaborate with Estimators and the Senior Bid Coordinator to produce high-quality tender submissions.
- Prepare clear scopes of work and technical packages for subcontractor and supplier pricing.
- Source, review, and evaluate subcontractor and supplier quotations.
- Attend pre-tender briefings, client meetings, and site inspections as required.
- Assist with opportunity assessments and early contractor involvement activities.
- Provide technical input to support business development initiatives during project pursuits.
- Prepare comprehensive handover documentation upon successful tender awards.
- Contribute to the enhancement of pre-contract systems, templates, and processes.
About You
- Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline – Essential.
- A minimum of 5 years’ experience in a Site/Project Engineer role delivering civil infrastructure projects with a Civil Contractor.
- Practical understanding of civil construction methodologies, construction sequencing, temporary works, and project delivery.
- Demonstrated experience in reviewing engineering drawings, specifications, and scopes of work.
- Strong stakeholder engagement and communication skills, with the ability to build effective relationships with clients, subcontractors, suppliers, and internal teams.
