Senior Finance Officer (Revenue)

City of Subiaco

Due to an internal staff transition, a permanent, full-time opportunity is now available within our Finance Services team for a Senior Finance Officer (Revenue).

Reporting to the Coordinator Revenue Services, this position will ensure the timely, accurate, and compliant delivery of revenue and rate services. The role will also support the ongoing enhancement of revenue and rates systems and processes, alongside providing exceptional customer service to both internal and external stakeholders.

Key Responsibilities:

  • Administer the collection of revenue, property, and rates in alignment with organisational objectives and statutory requirements.
  • Address internal and external enquiries concerning revenue, property, and rates.
  • Collaborate with relevant branches to assist in the maintenance, review, and administration of the fees and charges schedule.
  • Maintain and contribute to the preparation of Council's rate notices.
  • Prepare and process valuation changes, levy interim rates, and issue interim rate notices.
  • Work with relevant branches to assist in the development and implementation of collection procedures for outstanding rates, charges, and debtor accounts.
  • Calculate and produce sundry debtor invoices, statements, final notices, credit notes, grants schedules, and manage the reinstatement process.
  • Maintain the electoral roll and undertake other related electoral duties as required.
  • Assist with the creation of new strata subdivisions and amalgamations, and liaise with relevant departments on house numbering matters.
  • Support internal staff in identifying and implementing improvements to revenue and rating systems and processes.

Essential Criteria:

  • Well-developed interpersonal, communication, and influencing skills.
  • Sound time management, planning, and coordinating abilities.
  • Well-developed customer service skills.
  • Capacity to work to deadlines and prioritise tasks effectively.
  • Proficiency in interrogating financial systems and analysing data.
  • Sound knowledge and understanding of the *Local Government Act 1995*, *Rates and Charges (Rebates and Deferments) Act 1992*, and the *Valuation of Land Act 1978*.
  • Completion or progression towards a Certificate IV in Accounting and/or Bookkeeping, or an equivalent accredited industry-based training course, or demonstrated significant knowledge and experience in a comparable role.
  • A Federal Police Clearance not older than 6 months at the time of engagement.

Salary Package:

In accordance with the City of Subiaco Inside Staff Industrial Agreement 2025, this position is classified as Level 5. The salary range is $89,477.90 to $99,567.00 per annum, excluding superannuation.
