Finance Officer - Southeast Asia Leadership Program

This is a full-time, fixed-term contract role until 30 June 2029, offering a competitive salary and flexible work options. The position is Australia-based and can be performed remotely or from a Palladium office in Canberra, Adelaide, or Brisbane.

The Program The Southeast Asia Leadership Program (SEALP) is delivered by Palladium under the Australia Awards Global Support Mechanism (AAGSM). This initiative, along with two other Southeast Asia leadership and scholarship programs, is managed on behalf of the Department of Foreign Affairs and Trade (DFAT). SEALP is a new program designed to foster greater high-level understanding and connections between Australia and Southeast Asia. It achieves this by supporting emerging and current leaders and decision-makers across the region through undergraduate and postgraduate scholarships, as well as targeted shorter educational activities.

SEALP has three intended outcomes:

  • Alumni leaders apply their knowledge, skills, and networks to contribute to defined areas of shared interest.
  • Australia develops strong and enduring networks of influence across ASEAN countries through targeted scholarships and training.
  • Alumni leaders actively engage and contribute to cooperation with Australia.

The Role As the Finance Officer, you will provide financial, procurement, and administrative support for the Southeast Asia programs delivered under the Australia Awards Global Support Mechanism (AAGSM). Working in close collaboration with the Senior Operations Coordinator and the program team, your responsibilities will include supporting the effective management of program finances, procurement activities, and financial reporting, ensuring adherence to DFAT requirements and Palladium policies and procedures.

Duties will include:

  • Supporting budget development, forecasting, financial monitoring, and reporting activities across the programs.
  • Preparing invoices, processing participant stipends, and coordinating payments to universities, contractors, and other service providers.
  • Maintaining accurate financial records, coding, and supporting documentation, ensuring compliance with Palladium and DFAT policies and procedures.
  • Providing procurement administration support, which includes procurement documentation, compliance reviews, supplier due diligence, and tender assessment processes.
  • Supporting supplier management, value-for-money assessments, and risk management activities.
  • Maintaining financial, procurement, and administrative records to support reporting, audit, and compliance requirements.
  • Providing administrative and operational support across program activities as required.

About You You will possess:

  • Tertiary qualifications in accounting, finance, or a related field, or an equivalent combination of relevant experience.
  • Demonstrated experience in financial administration, including procurement support and invoice processing.
  • Strong organisational skills, with a proven ability to manage competing priorities and maintain a high level of accuracy and attention to detail.
  • Proficiency in financial management systems and Microsoft Office applications, particularly Excel.
  • Well-developed interpersonal and communication skills, with the ability to work effectively across diverse teams and stakeholders.
  • A commitment to delivery excellence, continuous improvement, flexibility, and responsive client service.
