Principal Vendor and Contracts Officer

This role involves leading, developing, implementing, and managing review processes for supplier and contract management effectiveness, and implementing improvement strategies. You will liaise with other business units regarding supplier and contract management activities, offering advice and assistance on new projects, developing annual supplier engagement plans, and identifying opportunities to streamline contracts.
Key responsibilities include leading the management of major contracts and products, including stakeholder consultation to ensure outstanding issues are resolved. You will apply Queensland Procurement Policy Procedures, Financial Management policy and procedures, Contract Law, probity standards, and other guiding frameworks related to supplier management and contracts. Analytical and problem-solving activities concerning services provided by major vendors will be undertaken.
You will consult, negotiate, liaise, and provide expert advice to staff at all levels regarding services provided by major vendors. The role requires writing and/or reviewing contracts, work orders, complex reports, briefing notes, submissions, departmental, and other correspondence in a professional manner and in accordance with departmental standards. All records must be maintained in accordance with departmental policy, aligned with IS40 and other departmental record management practices. Maintaining knowledge in the Queensland Government ICT contractual frameworks (QITC) and associated policies and procedures is essential. Other essential duties and tasks specific to the position, as would be reasonably required, will also be performed.

- Lead and assist with establishing a cohesive, repeatable working framework for managing relationships and contracts with major vendors providing operational ICT services to the department.
- Maintain positive relationships with vendors and internal customers, actively seeking value for money and low-risk service provision.
- Lead ICT sourcing activities and collaborate with others in vendor selection, evaluation, and the transition of products and/or services into operations.
- Lead contract management activities and work collaboratively and effectively within and outside the organisation to implement and maintain proactive contract management practices, including creating, measuring, reporting, and improving vendor and contract performance metrics.
- Lead, broker, and manage the performance of major vendors against agreed Service Level Agreements, and contribute to the development of SLAs for cloud and other ‘as a service’ offerings.
