Executive Director Strategic Development

Department of Planning, Housing and Infrastructure Parramatta Contract, Onsite

This is a temporary, full-time, four-year opportunity to lead a significant strategic development portfolio, influencing the planning, development, and delivery of government land, infrastructure, and workplaces across New South Wales.

You will oversee a diverse array of high-profile government property projects, ranging from multi-million-dollar fit-outs to major developments valued between $100M and $200M. These projects are complex, visible, and critical to how individuals work, connect, and access services throughout the state.

The Role

As the Executive Director, Strategic Development, you will be responsible for leading the development and execution of property projects and programs within the NSW Government portfolio. Your role involves setting strategic direction while maintaining close oversight of delivery, ensuring projects are well-defined, governed effectively, and established for success. You will report directly to the CEO of Property Development NSW and be a member of the Executive Leadership Team.

Your responsibilities will include collaborating across whole-of-government priorities, uniting multiple agencies, reconciling competing interests, and guiding projects from initial feasibility through to completion. You will lead a high-performing executive team, fostering clarity, pace, and consistency across a complex work program.

Key accountabilities include:

  • Leading a varied portfolio of property projects, from intricate fit-outs to substantial development programs.
  • Establishing projects for success through robust governance, clear business cases, and disciplined delivery frameworks.
  • Supervising projects of varying scales and complexities, ensuring consistent performance across the portfolio.
  • Providing authoritative advice to Ministers, Cabinet, and senior leaders, including high-quality submissions.
  • Promoting cross-government collaboration to align agencies and achieve shared objectives.
  • Directing commercial negotiations, development strategies, and feasibility assessments.
  • Maintaining close involvement in delivery, balancing strategic oversight with detailed attention to project specifics.
  • Cultivating a high-performing, collaborative leadership team.

What You Bring

You are a strategic, commercially adept executive with extensive development experience and a solid understanding of project delivery. You possess a long-term perspective and are actively involved in ensuring projects are well-initiated and successfully completed.

You will demonstrate:

  • Substantial experience in development management.
  • Strong capability in program and project governance across complex portfolios.
  • A proven history of delivering projects of diverse sizes, risks, and stakeholder environments.
  • Well-developed commercial acumen, encompassing feasibility, negotiations, and transactions.
  • Experience operating within government or similarly intricate systems, coupled with strong political awareness.
  • The ability to influence senior stakeholders and align outcomes across organisations.
  • A practical, delivery-focused mindset that allows you to comfortably navigate between strategy and detail.

Essential requirements include:

  • Tertiary qualifications in a property-related discipline, potentially including property development, project management, or property economics.
  • Extensive experience and a successful track record in delivering complex projects that have necessitated the engagement and support of various stakeholders.
