Site HSE Manager – Zenergy Safety Health and Wellbeing

Zenergy Safety Health and Wellbeing is seeking a Site HSE Manager to support a significant utility power project in rural Southern Western NSW. This role is integral to the construction phase of a landmark Australian project, contributing to its increasing profile.

The position involves managing the construction phase and a growing team of HSEQ professionals. Previous experience managing a team of 8 or more individuals, coupled with experience in underground mining or tunnelling, and high-risk construction, is a prerequisite. This role reports to a respected Head of HSE and requires close collaboration with the General Site Manager.

Role Overview

The Site HSE Manager will lead the development, implementation, and promotion of a safe, healthy, and accident-free work environment for the electrical and mechanical scope at the Snowy construction site. Key objectives include ensuring compliance with regulations, contract requirements, schedules, and budget targets. The role involves on-site leadership of the site HSE team, with coordinated efforts alongside the client project team, client teams, subcontractors, and industrial relations.

Key Responsibilities

• HSE Compliance: Meeting regulations, contractual reporting, and standards such as ISO 45001, 14001, 9001, and COR (if applicable), aligning with the client’s HSE Management System.
• HSE Program Implementation: Designing and executing site-specific programs including the Site Safety Management Plan, risk assessments, SWMS, SOPs, environmental plans, confined space procedures, ventilation plans, and lift plans.
• Team Supervision and Planning: Overseeing daily HSE activities, participating in work planning, and proactively addressing bottlenecks.
• Audits and Improvement: Conducting site audits, driving HSE audits, and developing corrective action plans in conjunction with the Head of HSE.
• KPIs, Incident Management, and Reporting: Tracking KPI compliance, investigating incidents and near misses, implementing corrective actions, and reporting to stakeholders.
• Training and Governance: Coaching the project team, delivering or arranging HSE training, and managing workers’ compensation and return-to-work programs.
• Environmental and ESG: Leading energy conservation and waste reduction initiatives, and contributing to governance and reporting.

Requirements (Essential)

• A Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field, or equivalent experience.
• A minimum of 8 years in HSE management, preferably within renewable energy, mining, or construction sectors.
• Strong knowledge of HSE regulations, standards, and best practices, with a proven track record in program development and implementation.
• Leadership and communication skills, with the ability to influence stakeholders and proficiency in HSE software/tools.
• Experience in a management-level role, demonstrating strong interpersonal and leadership abilities.
• Experience in power plant construction is a plus; oil & gas or heavy construction experience is valued.
• A pragmatic, schedule-conscious view of HSE as an integral part of construction.
• A thorough understanding of Australian and NSW regulations (including federal), encompassing Workplace Relations and Heavy Vehicles National Laws.
• The ability to build strong relationships with site management, the client, subcontractors, and the union workforce.
• An excellent safety track record, experience with HSE training and education, and basic SDS knowledge.
• Strong written and verbal English communication skills; additional languages are beneficial.

Location, Work Type, and Project Context

This is an onsite, full-time role located in Cooma. The roster is 14 days on, 7 days off, with either Drive-In Drive-Out (DIDO) or Fly-In Fly-Out (FIFO) arrangements. The project is a major hydroelectric and energy storage initiative.
